Windows error opening local HTML file

When FoxyProxy installed on Firefox:
When Firefox is the default browser and is not already running, when you launch it by opening a local HTML file, Firefox opens along with an error dialog, "Windows cannot find . Make sure you typed the name correctly, and then try again. To search for a file, click the Start button, and then click Search." Unplug FoxyProxy from extensions repair this problem.

Test on two systems:
Windows 2000, Firefox 2.0.0.20, FoxyProxy 2.8.11.
Windows XP SP2 Pro, Firefox 2.0.0.17, FoxyProxy 2.8.9.
