The requested URL could not be retrieved?

I have a paid Proxy Service and I can't access a particular site through the proxy.  When I disable the proxy the site works fine.  This is the error message I get when I try to access the site through the proxy.  Please help in this matter because if I can't get this to work then I'll have to find another site to pay for my proxy.
This is the error page when the proxy is on:
ERROR
The requested URL could not be retrieved

While trying to retrieve the URL: http://katz.cd/
The following error was encountered:

  • Connection to 119.42.xxx.xxx Failed

The system returned:
(110) Connection timed out
The remote host or network may be down. Please try the request again.
