Just need a little support

Been using foxyproxy for a little bit here, and I gotta say I like it over TOR. However, my question comes in regard to proxies not working with foxyproxy.
 
Here's the issue (and I consider myself pretty tech-saavy): I'm looking for an australian proxy IP. I have found several and verified (tracert, whois, and ip scanning, etc...) that the proxy is up and running - however, on every proxy I have tried, it's given me a "proxy is not accepting connections". I turned off my av (kaspersky) and got a connection timeout. I know I have everything configured correctly - have a whitelist set up and everything. Can't even get to google with it turned on. My main question is, Is there anything that could be causing it to time out with a valid proxy? Is there anything else I can do from my end to make sure it's not me (bout 90% sure it's not me, 'course I've been known to be wrong before...)? I'm open to any suggestions.

Firstly, are you using our Australian proxy services?

Secondly you need to ensure the port opened by the proxy server is available to you. Tracert and ping, etc. don't take that into account. You can try telnet xxx.xxx.xx.xxx yyyy where xxx is the IP address and yyy is the port number you're trying to reach. Example:

telnet 128.111.88.1 3128

(Note there is no colon between the ip address and the port number)

If that connects, then the port is open to you. If it doesn't connect, then that is the problem. Let me know if that helps.

Should have clarified: I currently reside in the US and am not using your Australian proxy services.
I'm currently operating on windows 7 (mozilla updated to latest version); that being said, one of the drawbacks to windows 7 (as well as vista) is there's no telnet access. Microsoft didn't think it secure, so they left it out. Thanks for the advice, just re-installed telnet on my pc and that does seem to be the issue. Doing a scan for open ports now.
Such an easy fix, I feel like a noob now haha.

Yeah, I know about the lack

Yeah, I know about the lack of telnet. It does come on the installation CD, though, and you can install it through Control Panel just like you do to install IIS, FTP, etc.
