Failure to Connect with FoxyProxy IP address and Port Number

I have a problem making any connection via the IP address and Port Number received. I have entered these details in accordance with guidance via the Browser where I get the following message:
 
The proxy server is refusing connections

Firefox is configured to use a proxy server that is refusing connections

*   Check the proxy settings to make sure that they are correct.

*   Contact your network administrator to make sure the proxy server is working.
 
I mae payment for 1 month proxy service.  Please explain. Many thanks.

Thanks for the reply. The IP address and Port Number were correct (I had checked3/4 times prior to sending my first message). I remained unsuccessful and missed watching an important event. The Firefox message (see my first message) was very clear - 'the proxy server is refusing connection'. Why? I don't know and there is no explanation. Enough is enough. Subscription cancelled.

The message above means the proxy server can not be reached, i.e. there might be your personal or corporate firewall blocking your network communication to our proxy. That particular proxy server itself have been up for a few weeks now so the problem was at your end. That's okay to cancel the subscription if the service did not work for you.

Further to the above correspondence, and after unsubscribing last week, I have now subscribed again (from 12 November). I still fail to connect with the given IP address and Port Number!! With the help of a very computer literate relative we have endeavoured to overcome the problem but without success. As a final test we have used a few IP addresses/port Numbers found on the Web. After enteringthese addresses/port numbers, Firefox recognizes them and I am thuis able to navigate with using that IP proxy!! Why not with that supplied in your email of 12 November. Any thoughts?? Incidentally, I have just tried to 'unsubscribe' (again!!) through PayPal but the final page of the process does not allow cancellatiom. I'm probably too late but it's rather a shame as I have had no success whatsoever. Greatful you very early comments.

If you've been able to use other proxy servers successfully, the only thing I can think is there is some firewall blocking connection to our IP address. If you or your relative know how to use telnet, you can confirm or deny my suspicion this way:

From a command-prompt, run 'telnet xxx.xxx.xxx.xxx yyyy' where xxx.xxx.xxx.xxx is the IP address we assigned you, and yyyy is the port we assigned you. Note that if you're running Windows XP, telnet comes with Windows. Windows Vista and Windows 7, however, force you to install telnet first from the Control Panel. It is free. See this screenshot I made to show you where to click in Control Panel.

If telnet is able to connect, then you can get to our proxy server over your network, and the problem must be in some configuration of FoxyProxy...which we can help you with next. If telnet can't connect to our proxy server, then there is a firewall somewhere blocking you (perhaps Norton or McAfee or Windows Firewall or a corporate firewall).
