it depends on what do you mean by "safe"? what kind of trace back are you talking about? your ISP for example will see you are downloading files from these web sites even though you are using proxy.

I am afraid yes, they will see the target URL anyway even if you use HTTP proxy. On the other hand if the transmission is performed via encrypted SSL link no URLs are parseble.

TOR is generally a good

TOR is generally a good initiative. If you configure it properly (which is not easy to do IMHO) you will make your connection more secure. The disadvantages are: 1) low speed 2) difficult to configure properly.
