Using FF v 3.6.13 and turned off all firewalls, anti-virus programs, I can ping all proxy servers I have tried. The only thing I can think off that my ISP (cable) is blocking something. Please help. Thank you... s...

It seems that proxies that you tried all required to have non-standard posts to be open (your ISP probably blocks it).

That only proves that the proxies are alive but it tells nothing why you cannot reach them. Try to configure Firefox to work with a proxy directly - if it still doesn't work then FoxyProxy is not the one who causes the issue.
