I use Firefox 3.0.7-english on Vista/32bit-german.
Since shortly I have a problem when trying to open URLs for example in Outlook. An error occurs as described here:

After one hour troubleshooting I found out that it is related to Foxyproxy. When I disable it, everything is fine.
After further 20 minutes installing old versions I found out: with 2.8.12 everything is ok. With 2.8.13 and .14 this malfunction occurs. Reproducable every time when no firefox instance is up, exactly as described in Mozillazine.
Can anyone confirm?

You may be right, but I use Mozilla Thunderbird to complement Mozilla Firefox.
it does not effect thunderbird. on my rig. however both firefox & vista are English, so I may not have been affected anyhow.
(plus I also use Ubuntu & prefer it,)

the Mozillazine link isn't the same error your describing. I have had the issue mentioned in the mozillazine article & it's due to another addon of mine & only happens on the colleges computer's for me (thus I can't fix their registry for them.)

Everything was fine. I used FoxyProxy 2.8.12. Then there was the automatical update to 2.8.13/14. Now I get the error which results in the same or at lease a similiar behavior as described in the mozillazine article. I tried: going back to 2.8.12 -> everything is fine. updating again -> broken again. It's so nicely reproducable on my machine.
To go ahead: Is there a diff available of all changes in code between 2.8.12 and 2.8.13?

If you search these forums, you'll see this has been a problem for other users long before 2.8.13. It only seems to happen in non-English locales (and you mentioned you're using German). It also seems to be a race condition, and that is why it doesn't occur at the same time for everyone (i.e., the same FoxyProxy version).
Have you tried the solution described here? I know you are using Windows Vista, and the instructions are for XP, but you should still be able to edit the File Types somewhere in Vista:
1. Open Windows Explorer (or My Computer).
2. Go to Tools -> Folder Options -> File Types
3. Select Extension: "(NONE)" File Type: "URL:HyperText Transfer Protocol"
4. Click "Advanced". In the "Edit File Type" window, select "open" and click "Edit"
5. Uncheck "Use DDE" (the dialog should then hide the lower part).
6. Click OK for that dialog and the next one (afterwards, the "Use DDE" box is still checked but the "DDE Message" box will be cleared, as shown here)
7. Repeat for Extension: "(NONE)" File Type: "URL:HyperText Transfer Protocol with Privacy" (and any other protocols you want to fix)
8. Repeat for Extension: "(NONE)" File Type: "Firefox URL"
9. Repeat for Extension: "HTM" (or "HTML") File Type: "Firefox Document"
